The Scottish midfielder has traveled to Japan with the Seagulls for the beginning of a two-match tour.
They will play against Kashima Antlers on July 24 and Tokyo Verde on July 28, aiming to capitalize on the popularity of Kaoru Mitoma, the Japanese international who has made a significant impact at the club.
Gilmour started 24 Premier League games last season and appeared in 41 matches across all competitions.
He joined Brighton for £7.5m in 2022 and has two years remaining on his contract.
Napoli, coached by former Chelsea manager Antonio Conte, finished 10th last season after winning the title in 2023 for the first time in 33 years.
Meanwhile, Brighton is nearing the signing of Paraguay international Diego Gomez from Inter Miami of Major League Soccer.
